usage
Almost always pejorative — implies deliberate deception, not honest mistake. Common in editorials and official statements denouncing rumors or propaganda. 视听 means 'what is seen and heard,' i.e. public perception.
mistakes
混淆 here is hùnxiáo — 淆 is xiáo, not yáo. Many learners (and some native speakers) mispronounce it as hùnyáo.
