Famous as the hometown of Han Xin (韩信), the brilliant Han-dynasty general who helped Liu Bang win the empire. The idiom 胯下之辱 (humiliation of crawling between a bully's legs) comes from Han Xin's youth in Huaiyin.

淮 (Huai River) + 阴 (south side, shaded). In Chinese geography, 阴 means the south bank of a river or the north side of a mountain. So Huaiyin = 'south bank of the Huai'.
