难 here is read nàn (4th tone, 'disaster, calamity'), not nán (2nd tone, 'difficult'). Same character, different reading and meaning. The nàn reading also appears in
灾难 'catastrophe,'
难民 'refugee' (literally 'disaster-people'), and
遇难 'to perish in an accident.'
