In the qiāo reading 悄 almost always appears doubled: 悄悄 (quietly, on the sly), 悄悄话 (a whisper), 静悄悄 (hushed and still). The single-character qiǎo reading is the literary 'silent; sorrowful' word seen in 悄然 and 悄无声息.
