彐 is traditionally explained as a stylized pig's snout or a hand grasping a brush. It was briefly used as a simplification of 雪 (snow) in the 1970s before that proposal was withdrawn. Today it is a structural radical only.
usage
彐 appears as the top of characters such as 雪 (xuě, snow), 录 (lù, record), 寻 (xún, seek), and 归 (guī, return). The variant 彑 is an older calligraphic shape with the same role.
