More formal/literary than 多次 (duōcì, 'many times') or 反复 (fǎnfù, 'repeatedly'). Often appears in news writing — 屡屡发生 'happens repeatedly,' 屡屡得手 'repeatedly succeeds,' 屡屡失败 'fails again and again.' Both positive and negative contexts work.
