Top-left corpse radical — originally a person seated with knees bent, used as the indexing radical for many overhang/dwelling characters (屋 house, 居 dwell, 层 floor). In 屡 it provides the upper wrap, semantically faded; the meaning lives entirely in 娄 below. Conventional indexing only.

Inner 娄 supplies the sound — lóu shifting to lǚ. Originally pictured grain stacked on a frame, giving a 'piled up, repeated' nuance that pairs neatly with the modern meaning 'repeatedly, time after time' (屡次 repeatedly, 屡见不鲜 seen so often it's no surprise). Same phonetic feeds 楼 (storied building), 数 (number, repeated counting).
