法律 (national laws by NPC) >
行政法规 (State Council regulations) >
地方性法规 (local regs by provincial/major-city People's Congresses) >
规章 (departmental / local-government rules).
地方性法规 have legal force only inside their jurisdiction and cannot contradict anything above them.
