history

From 1994 to 2018 China had a split tax system: 国税局 (state tax bureau) collected central-government taxes and 地税局 (local tax bureau) collected local ones. They were merged in June 2018 into the unified 税务局 (Tax Bureau) — so 地税局 is now a historical term, though still common in older documents and speech.
