Chinese counts in 万 (10,000) and 亿 (100,000,000), not in millions. 四千万 = 4,000 × 10,000 = 40 million, NOT 4 million. The trap: Chinese-to-English conversion almost always trips over a factor of 10, since 'million' has no native Chinese unit.
