Reduplicated onomatopoeia. The verb form (chāchā) means 'to whisper'; in the phrase 嘁嘁喳喳 (qīqīchāchā) it describes a steady, slightly conspiratorial buzz of murmuring. Don't confuse with 喳 (zhā) used for bird calls.
