An entire shadow industry of 刷单工 ('order-stuffing workers') exists on QQ groups, doing fake purchases + reviews for ~5-10 yuan per task. Taobao and Meituan periodically crack down (the formal term is 反作弊, 'anti-cheating'). Buyers learn to spot fake reviews - copy-paste templates, no photos, accounts with no other history.
