Tied to China's 户口 (hùkǒu) household-registration system: public schools serve students registered locally. A student whose hukou is elsewhere who wants to attend a school here is 借读 ('borrow-attending') — historically subject to extra fees (借读费), though the central government formally abolished those in 2009.
