Founded on 21 September 1949, the CPPCC's first plenary session acted as a provisional parliament: it adopted the Common Program, chose Beijing as the capital, and named the PRC. After the NPC convened in 1954 it became an advisory body — the political half of the "Two Sessions" (
两会) held every March.
