From 《三国志·吴书·陆凯传》: 定大恨凯，思中伤之，凯终不以为意 - though Lu Kai's rival slandered him, Lu 不以为意 ('did not take it to heart'). The usage is Eastern Han / Three Kingdoms and has stayed stable.
mistakes
Do NOT confuse with 不以为然 ('to disagree; think otherwise'). 不以为意 = 'to not care'; 不以为然 = 'to not think so'. The second character flips the meaning completely.
