Short for 镇党委 (zhèn dǎngwěi, 'town Party committee') — the lowest-but-one rung of the Chinese Communist Party hierarchy, between the 村 (village) and 县 (county) levels. The 镇委书记 (committee secretary) is in practice the most powerful person in a town.
