Recorded in 《新唐书·苏弁传》 to describe an official whose 'administrative work was sharp and clear' (吏事精明). 精明 = mentally sharp; 强干 = strong at executing — together they describe both judgment and action.
usage
Strong compliment for managers, officials, and businesspeople. Almost always positive in modern usage, unlike 精明 alone, which can hint at being 'too clever' / calculating.
