Highly formal, almost exclusively in titles of official events, ceremonies, and documents. Equivalent to 和 (hé) or 以及 (yǐjí) in everyday speech, but conveys more gravitas.
Bottom 旦 — sun (日) above the horizon (一), depicting dawn. Contains the indexing radical 日 inside. The original meaning of 暨 was 'the sun barely showing,' so the dawn picture is etymologically core: a partial sunrise, only the top edge visible.
Top 既 supplies the sound jì with no shift — a clean phonetic. 既 originally pictured a person turning from a food-vessel having finished eating, hence 'already done.' That completion nuance bleeds into 暨: the literary 'and, up to' marks a reach completed.
