管委会 (short for
管理委员会) is the governing body of special-purpose zones in China — development zones (
开发区管委会), high-tech parks (
高新区管委会), and state-level "new districts" (
新区, e.g.
浦东新区 (Pudong New Area),
雄安新区 (Xiong'an New Area)). It's a government agency with semi-municipal powers, usually directly under the city or provincial government rather than a full district-level
政府.
