Created when the
文化部 (Wénhuà Bù, Ministry of Culture) and
国家旅游局 (Guójiā Lǚyóu Jú, National Tourism Administration) merged into the
文化和旅游部 in 2018. After 2023 it became a marketing buzzword for any city that turned a local trend into tourism — Zibo barbecue, Harbin's ice festival, Tianshui's malatang.
