执业证 (practice certificate) is distinct from 资格证 (qualification certificate): you first pass an exam and get 资格证, then after a supervised internship you apply for 执业证 which actually authorizes you to practice. Applies to lawyers (律师执业证), doctors (医师执业证), accountants (注册会计师) etc.
