usage

地级 is the second tier of PRC local government, below 省级 (provincial) and above 县级 (county). Its units are mostly 地级市 (prefecture-level cities), plus 自治州 (autonomous prefectures), the few remaining 地区 (prefectures) and, in Inner Mongolia, 盟 (leagues).
