不比 negates the 比-comparison structure (A 比 B + adjective). Crucially, 'A 不比 B 高' does NOT mean 'A is shorter than B' — it just means 'A is not taller than B' (could be equal or shorter). For 'A is shorter than B', use 'A 没有 B 高' instead.
