Left-side mound radical, the side form of 阜 (an earthen rampart). The indexing radical when on the left - visually identical right-阝 stands for 邑 city, a different word. 障 is a barrier, obstacle, screen - originally a wall of piled earth. Same mound-family: 阻 to block, 险 danger, 防 to guard, 院 courtyard.
