The most famous bearer is Deng Xiaoping (邓小平, 1904-1997), the paramount leader who launched China's economic reforms. Other notables include Deng Lijun (邓丽君, Teresa Teng), a beloved Taiwanese singer.
Right-side 阝 is the city radical, a contracted form of 邑. When 阝 sits on the right it always means a place or settlement (contrast left-side 阝 = mound, from 阜). 鄧 was originally an ancient state in modern Henan — the city radical preserves that place-name origin.
Left side 又 is a simplified stand-in. The traditional 鄧 had 登 dēng on the left (to climb, to ascend) as a phonetic; the 1956 reform collapsed that whole top-heavy element into a two-stroke 又. Read 又 here as a shape token, not a hand-action.
