From 《史记·高祖本纪》, where 刘邦 praised 张良: '夫运筹策帷帐之中，决胜于千里之外，吾不如子房'. Summing up how his three great helpers (萧何, 张良, 韩信) won him the empire, he credited Zhang Liang's strategy. The four-character form 运筹帷幄 later became a standard idiom.
usage
Almost always paired with 决胜千里之外 (or just 千里之外). 帷幄 means a military tent (帷 is the surrounding curtain, 幄 the canopy on top). The four-character 运筹帷幄 is the idiom; adding 之中 gives the complete original line.
