谪 is the classic word for an imperial punishment: stripping a senior official of rank and exiling him to a minor post far from the capital, as in 贬谪. By extension it also means to censure or blame.
讠 is the speech radical 言 in left-side form. The original sense was to reproach with words, which extended to the official punishment of demotion and exile.
