调皮 is mostly used for children and is often said with affection rather than real anger. For adults, it can sound playful or flirtatious depending on context.

Don't confuse the reading of 调 here. In 调皮 it's tiáo (2nd tone). In 调查 (investigate) it's also tiáo. But in 空调 (air conditioning) it's tiáo as well. The other reading diào appears in 调动 (to transfer).
