立宪派 (constitutionalists), such as
梁启超, who wanted a
君主立宪 (constitutional monarchy) on the British or Japanese model, and the revolutionaries around
孙中山, who wanted a republic. The court announced in 1906 that it would prepare for a constitution, but it fell in 1912.
