He was wearing a tattered, ragged old cotton-padded jacket.

Wūzi pòshèshè de, chuānghù dōu méi jǐ kuài hǎo bōli.

The house was shabby and falling apart — there were barely any intact panes in the windows.

Strongly old-fashioned and literary — common in classical vernacular fiction (e.g. 《水浒传》). Modern speech prefers 破破烂烂 for the same image.
