洋流 (yángliú) are near-synonyms. In oceanography
洋流 is the standard term (referring to the major basin-scale circulation systems like the Gulf Stream
墨西哥湾流), while
海流 is more general and covers smaller coastal currents too. Xinhua treats
海流 as a synonym of
洋流.
