Two readings. The wheel hub is 毂, as in the idiom 毂击肩摩 (a packed street where hubs knock and shoulders rub). The colloquial word 毂辘 (a wheel that rolls) uses 毂.
The bulky left side wraps 车 (cart) inside a shell-shaped cap. The hub is the heart of a cartwheel, so the vehicle element makes the meaning concrete; the cap also carries the sound.
