杜马 is a phonetic transliteration of Russian Дума ('Duma'). The State Duma (国家杜马) was first established under Tsar Nicholas II in 1906 after the 1905 Revolution, abolished in 1917, and revived in the post-Soviet Russian constitution of 1993.

In Chinese news, it almost always appears as 俄罗斯国家杜马 or 国家杜马 to distinguish it from city/regional dumas.
