Built from 1509 by the dismissed Ming official Wang Xianchen 王献臣, who named it after a line in Pan Yue's 《闲居赋》: 'tilling the garden to sell vegetables, this too is the government of a clumsy man' (拙者之为政). The name is ironic self-deprecation: 'the garden of a man no good at politics'.
