Verb + 不到 is the negative potential complement: 抢得到 'able to grab' ↔ 抢不到 'unable to grab'. Same pattern: 买不到 (can't buy = sold out), 找不到 (can't find), 看不到 (can't see). Negation here is about ability/result, not future tense.
usage
Default complaint of Chinese e-commerce life: when 双11, 618 or a hot livestream drop happens, 抢不到 trends. Compare with 秒杀 (second-kill flash sale) and 手慢了 ('slow hand' = slow, missed it).
