In the classical reading 张乐, means 'to set up/arrange' and means 'music' (hence yuè, not lè). The canonical usage is from 《庄子·天运》: 黄帝张乐于洞庭之野 - the Yellow Emperor staging a grand performance in the wild. In modern Chinese, 张乐 most often just reads 'Zhāng Lè' as a personal name.
mistakes
Don't read as lè when it means 'music' - it should be yuè. In the name reading, however, is indeed lè ('happy').
