Founded in 1994 (abbreviated 国开行 or CDB) as one of China's three policy banks alongside 进出口银行 (Exim Bank) and 农业发展银行. CDB bankrolls infrastructure (highways, railways, ports), urbanization, and since the 2010s much of the 一带一路 overseas lending.
