噶 is a sound-only character used to spell Tibetan and Mongolian words, as in 噶伦 (a Tibetan minister) and 噶厦 (the old Tibetan cabinet). It has no meaning of its own.
口 is the mouth radical. As with many transliteration characters, the mouth radical flags 噶 as a sound to be pronounced rather than a word with meaning.
