Side-knife radical on the right — the compressed form of 刀 used in punishment and cutting verbs (割 cut, 剪 scissors, 判 judge). Marks 刑 as referring to corporal punishment in its original sense: penal mutilation administered by blade, hence by extension any legally imposed penalty.

Left looks like 开 today but was originally 井, the well / grid meaning 'frame, mould, structured form'. 刑 began as 'the frame in which punishment is administered'. Modern 开 retains the visual outline and supplies the sound: kāi to xíng via a long k / x palatalization, also seen in 形 (shape) — same left, same xíng reading.
