Classic dichotomy from philosophy and jurisprudence: 事实判断 (is-statement) vs. 价值判断 (ought-statement) — Hume's is/ought distinction, translated into Chinese legal theory. 'Good', 'fair', 'reasonable' are value judgments; measurable facts are not.
