China's four-tier court system:
最高人民法院 (Supreme) →
高级人民法院 (High, provincial) →
中级人民法院 (Intermediate, prefectural) →
基层人民法院 (Basic, county).
中级法院 handles serious first-instance cases and appeals from basic courts; it's also the usual appellate court for routine civil matters.
