Almost always used critically - to call out a worldview the speaker disagrees with. Frequently negated: 金钱不是万能的 ('money isn't omnipotent') or expanded: 金钱不是万能的，但没有钱是万万不能的 ('money isn't everything, but having no money makes everything impossible').
