In Chinese international-law translation, the distinction runs: 条约 (treaty) > 公约 (convention) > 协定 (agreement) > 议定书 (protocol). A 议定书 often supplements or operationalizes a parent convention — e.g. 京都议定书 for the UNFCCC.
