In January 1979, nearly a year before Shenzhen became a Special Economic Zone, 袁庚 of 招商局 set up the Shekou Industrial Zone as China's first truly open investment area - famous for its slogan 时间就是金钱，效率就是生命 ('Time is money, efficiency is life'), the earliest public signal of the reform era.
