督察 = 'supervise + inspect'; 员 = the suffix 'a person who...' (like English -er/-or). The same 员 builds 演员 (actor), 教员 (instructor), 服务员 (waiter). Compare 督察 (the act of inspection) vs 督察员 (the person doing the inspecting).
