余 here means 'more than / a fraction beyond,' producing the pattern X
余 N 'more than X N's.' Same pattern works with other round numbers:
十余年 'over ten years,'
千余人 'over a thousand people,'
万余 'more than ten thousand.' More formal than
一百多, and very common in news writing.
