Issued July 26, 1945 from the Potsdam Conference outside Berlin and signed by U.S. President Truman, British PM Churchill, and ROC Chairman Chiang Kai-shek (Stalin signed the later Soviet declaration of war separately). It demanded Japan's unconditional surrender and explicitly affirmed the Cairo Declaration's terms — including the return of Taiwan to China — making it a foundational document for PRC and ROC claims regarding postwar territorial settlement.
