民防 is short for
人民防空 (rénmín fángkōng, "people's air defense"), the Cold War-era system of public bomb shelters, sirens, and evacuation drills. Today it covers all civilian-protection programs: earthquake response, floods, terror attacks. Note the contrast:
国防 (guófáng) = military national defense;
民防 = civilian-side protection.
