情 covers affection and feeling; 义 covers moral obligation, especially the brotherly loyalty central to wuxia and gangster films. 有情有义 says someone has both — they care, and they keep faith. The opposite is 无情无义 (wúqíngwúyì), 'cold and faithless.'
