From 白居易 (Bai Juyi, Tang dynasty) 《忆江南》 set of three ci poems. The second poem opens 江南忆，最忆是杭州 and recalls the moon over the Three Pools and tides at Qiantang. Bai Juyi served as prefect of Hangzhou (822-824) and built the Baidi causeway at West Lake, which still bears his name.

Became the title and theme of the 2016 G20 Hangzhou evening gala show 《最忆是杭州》, directed by 张艺谋 (Zhang Yimou), watched by world leaders at West Lake - cementing the phrase as Hangzhou's unofficial tagline.
